France set the fashion trend in the Baroque period. It sent dressed puppets - men and women - to the rest of Europe every month - and the other countries, after France, actually "mimicked" them. In the Baroque period, flair, airiness and decoration were important. Of course, the lower classes didn't have the money for lavish and decorated dresses. So they dressed in simpler and more decent Baroque dresses.
